I always scrape down the artex apply PVA then bonding coat with finsh mixed in to set it off faster. Rub it up, then skim.

Even if artex was full of asbestos you are still only taking about 1% off, its like smoking 1 ciggarete in your entire life.

Its not worth taking the risk, the Asbestos content is minimal but think about how often you do these jobs!
