Exterior wall so I’d want a waterproof render rather than hardwall. Brushing away the salts isn’t enough to stop it bleeding through new plaster surely

Needing some professional help please.
Have a wall that’s had water damage but found the cause (not damp) lots of salts bleeding through plaster.
I’ve taken the walls back to brick, do I need to stabilise the brick with a salt neutraliser before re-plastering?
Also would you recommend...

Some plasterers are saying you can over skim with gypsum over lime aslong as the property has a cavity?
Would really appreciate some professional advice on this.
