Small cracks top of wall just below ceiling

My Brother has bought his first home...paint has started to flake top of wall just below ceiling (ceiling is fine).

Any ideas why and also any suggestions for fixing? Was thinking of scraping loose stuff off then apply PVA, multi/bonding then push Render mesh in and finish with multi blending the plaster in to existing?

Any suggestions appreciated.

Must have did mate, fresh paint...think they have tried to hide anything

I can't say for certain mate but my guess is around the 60's

Use toupret skim flex. 2 fills then sand.

Used toupret before...good to work with...will the normal toupret stuff be okay or you reckon this flex stuff better? Is the 'flex' so that it will actually have a little flex in the product itself to allow for movement?

Flex fill still stays flexible after sanding

Nice one mate! Appreciate it...I'll get onto this. Had a look see it's all ready made stuff, no powder forms?
