Can you dot and dab over painted brick work
Or would there be no suction/grip
For the PB adhesive ?

You paint a bonding agent onto the brickwork and then dab the boards on. Or batten the walls screw the boards on.

Obv u 1st need to be sure paint itself is well bonded to brick

If flaky u may need to scrape or grind 1st.

Or jst batten.

I'd batten it, very much like over boarding a ceiling, side steps all the unknowns and the problems that might occur further down the line.
