To better honest I am asking for advice as the builder I used got someone he uses to do the plastering and whatever I ask him regarding anything he has done even if it not good he will lie and tell me it's good which has already happened so I just wanted independent advice.

Look, I have no idea what your problem is but someone saying they're on a budget does not make them dodgy and likely to run off without paying. Very odd thing to say to someone in my opinion. The warning signs are not there, you are just seeing something does doesn't exist.
Would I need to plasterboard then or could I just get the walls re-skimmed and the ceilings plaster-boarded. Is that possible with walls that may have cracks and is not in good condition? I know that it is difficult without seeing the walls but I assume if possible it would cut the price a bit...
No warning signs in trying to see how much a plastering job would be and having a tight budget. From what I have seen I had estimated prices of around 6-7 k max but I wasn't sure so yes, £10k does sound high. Maybe its not and I will have to accept that.
