1950s Damp Course

Hello all,

I would appreciate anyone’s thoughts on how to fix and prevent this issue:

A 1950s house, internal walls behind skirting wet and plaster crumbling away.

Perhaps the external paving slabs are too high and have compromised the damp course?

But as the moisture has breached the cavity perhaps something else is going on?

Any thoughts would be greatly appreciated

Many thanks
