Seeking solution to a probable problem in the future, one wall seems to have been soaked and has white spots ie salts in the block work, I assume render will only seal the salts for a while..I do want it to dry beforehand obviously but it will be slow to dry.. Solutions etc please . to update and clarify ,it is external rendering that is due to go on it..

Membrain and dab. As nothing can get through the membrain. Or just batten and board mate.
 
You could tank it with a sulphate resistant waterproofer.

What kind of render are you looking to use???
