Adding another top coat

A family member of mine got part of his garden wall done. Looked a good job at first but after a heavy downpour of rain the plasterer had to do the top coat again and by the looks of it didnt put much effort in.

To make it look better I want to give it a crack and apply another top coat. So question is, could I just apply a primer and go straight over the top with a single coat of OCR or s&c or would I need to apply a scratch coat, key it, and then apply the top coat?

The stage that that is at, prime it and hit it with a thin(ish) coat of HP12.

Brilliant. Would SBR mixed with water do the job as a primer for HP12?

Yes mate
But more effective and a better bond if you knock up the slurry version and hit that.

Something like,
Seal your render with a 5w to 1s

Then depending on suction, you could 1w - 1s and hit it then,

Or better still, after the 5 - 1 , coat with slurry made up of 1w - 1s, and add HP12, until it's like a yogurt consistency, paint that on and hit it while it's green (moist).
