Advice on treating damp

Hi
What is your take on this? Have seen couple of walls that have recently been skimmed and have begun bubbling and flaking from 6-12 inches from floor. Its actually paint thats bubbling however the plaster behind is beginning to deteriorate as if its not fully bonding/sealed. Looks evident that moisture is coming from somewhere do you agree?I dont think sealing with pva or bonding agent will remedy this, and i know there was specific product that could be applied to this but cannot think what! Any ideas? Also have one room that is in very bad way which is definately a severe damp problem as wall from floor to about 3 ft up is quite literally powder. Do not feel that anything i do with this will sort this one but would like to advise best plan of action which i imagine would be damp proofing. Any advice on both will be appreciated!

and like always iv leanrt there is so much to damp work its best left to a pro.
 
how old is the house? what is the construction type? are the walls external or internal? are the walls ground floor?
 
From Newark, Nottinghamshire. All walls ground floor and internal and although explained not a damp proofer and may only be tempoarary fix they seem happy with that. Only a "foreigner"(not literally for the politically correct), so everyones a winner! Thanks for replies!
 
phone damp co.use them for there advice.
Sounds like you need to hack off and inject mate+replaster.
Get the spec details form them and copy urself
Best left to professionals though to be honest and you just do the plasteing work
 
Thanks mate. Like i said its only a quick job on side so not even gonna attempt a crash course for quick few quid. It definately is job for professionals and i would`nt give a trainee sparky a trowel and bag of multi and say right i want nothing less than a glass finish my son! :D Thanks for info though very handy!
 
to do it properly u need to look into with a pro, prob rising damp which will need hacking off injecting or such like then sorting or QUICK FIX u can scrape the flakey paint off gently rub down spray with stain block (a couple of times) and re paint,no more bubbley flakey paint for a while (year or two) but like i say that is not sorting it long term also the damp will get into skirting/door frames and rot them eventually.
 
Hack off the affected areas(both sides of wall) to about 4/5 foot(higher the better) and Sika render them. Its always worked for me
 
scrape off the flaky paint and treat with a 50/50 malt vinegar and water mix with a drop of washing up liquid...
let that dry and repaint...
if that doesnt work call the damp proofers..
what causes your paint to deteriorate is (are) hygroscopic (dissolved within) salts...

the vinegar neutralises the salts but wont fix any damp...
