Breathable or Not !

Hi all, I'm in the process of renovating an old victorian end terrace house. The solid wall ground floor has a big damp issue due to higher path (4ft) from next doors. Firstly I'm going to dig a trench and use a dimpled membrane and gravel to sort exterior. Then was hoping for a solution to the interior, ideally letting the wall breath. Would cement/sand/lime mix work ? Would the normal way of plastering be ok? or would a lime plaster be best ? I was suggested tanking but not sure as do not want to damage bricks.
Any suggestions would be most grateful. Also see image. Breathable or Not !

I recon along with sand and cement on the internal wall if its single skin id be inclined to create an independent stud wall with breathable membrane wrapped around with insulation backed plasterboards to create a cavity with ventilation:RpS_thumbup:
 
is this property a business to you , like do up and move on ? Do you need any paper work to sell ?
