Can this render be repaired?

Hi, went to look at a paving job and couldn't believe the state of the building works, the guy was old and the builders taken his money and done a runner, I said I'd see what could be done about saving the rendering on the walls, I was thinking a cement slurry maybe? The guy and his wife are nearly having a breakdown and don't know what to do, is there anything that can be done to save the rendering and get the walls painted? See attached pictures.

No verge boards beneath the tiles, and what looks like twin and earth clipped to the wall? I reckon they've got bigger worries than the state of the render if those are examples of his 'work'!

I'm guessing building control haven't had much involvement on that job, so before the rendering is looked at I'd be making enquiries to see if it needs major surgery to the structure.
 
This was my first paying job with Wallcrete. I just haven't had chance to return yet and tint it but it will get done. Those cables are nothing to worry about either, they're only live at one end.:-0
