cant match my pebble dashing has a gold coloured mortar

i have managed to find the correct type of pebbles to match my existing pebble dash, seems like a York gold colour, problem is my old mortar has a gold shade to it and the colour is only on the surface of the mortar not all the way through so the mortar hasn't been coloured, any idea how this is achieved.
