ceiling problem

Encountered a problem the other day that i haven't seen before.I had a small bedroom to plaster.Thought to myself it was small enough to put on in one go,which it was ;D.The only problem was when i went to flatten off my first coat,the plaster was falling off in big bubbles.I had to scrape the whole ceiling off >:(.After further inspection it looked as if the ceiling had a thin coat of what looked to be some sort of filler across the whole ceiling under the paint.My question is as i have another two bedrooms to do for this person is 1; Is there anyway to find out if the other ceilings are the same. or 2;is there anything that i can apply to the ceiling first to stablealise it?



forgot to mention i'd pva'd all the bedroom first!!
 
that was my first thought too.. then i thought... filler? polycell smoothover? please god no... ;D
 
i think polycell could turn out to be bit of a money maker, the dafty diy ers dont understand surface prep or timing. havent seen the add on the telly for a while
