dabbing onto old plaster

i'm just about to start to decorate my bedroom and its all float and set, but its all over the place. so i'm going to dab and re-skim the walls. but i was just wondering can i dab the new straight onto the old plaster with the help of pva, or is it a better job to pull all the old plaster off the walls and dab onto the breeze blocks?
 
Whats wrong with dubbing out with bonding, then skimming?

Boarding over plastered walls adds a lot more weight to the original old plaster, door casings and window reveals might not look very good either.

Always best do do the job right in first place. If plaster will come off easy enough, have it off, if its sound but "wonky" dub it out and run a straight-edge over it, then skim.
 
i'd pva/gypbond it mate ...the old plaster will suck the life out of it and you still need a key for the dabs
