Damp in porchway

The porch/entrance hall at my mum's house is only single skim of bricks and the render is extremely damp and to the point there's water on the flooring.

The roofs been redone as that was terrible and water was getting behind the lead flashing but the problem persists.

I had said to her I could hack off the plaster, look to maybe paint the wall with bitumen paint and then batton, board and skim it... But I'm not a damp expert so I said to get an opinion from an expert. She's had a quote for £1100 and he's advised lime rendering the walls, then dot and dabbing insulated board onto that and a skim finish. This just sounds wrong to me? What's the point in the like render if you're going to board on top, surely it can't be serving any purpose?
 
Is there any windows, if so is mastic o.k. or (door mastic).
If you batten put dpm behind.
But if you got that much water then what ever you do will be a waste of time. Find problem, fix it.
And if needs replastering stick insulated board with foam adhesive. Otherwise being single skin it will draw moisture if you use standard gear.
I doubt you got room in there to do independent stud.
I take it there is a secondary door .
