Help. Can i patch this or is there an underling issue?

So, I'm starting to redecorate and I was pulling the wallpaper down and there was a lump in the wall where this was crumbling. ( i live in a terraced house and next door is more empty than not and this wall is on that side if that could be the cause)

Is there a way to patch it or is there a more serious cause and/ or do I need a professional? Thanks for your help.

Just go down your local b and q and buy a filler and some sandpaper and use that. Fill it as many times as you have to to get the depth then sand back flush with wall.

Looks like salts on that patch which could be underlying issue do what stuart says should be render with a salt inhibitor in really but that could be the whole wall just fill it see how you get on
