Help identify plaster technique

Hi.
After some help please.
Removed some wood panelling from a house entrance way and this monstrosity is behind it.
Can anyone help identify please?
I thought it was awful artex, but looks like plaster troweled on? Perhaps an attempt at Old English style?
Plan is to plasterboard over and hide it forever!

Haha. It's not too far off that.
Who did this and thought it was good. I'm going to assume some home DIY. I can't see any other reason.

Do you guys think this would be better to rip off the walls before boarding or just board over?
I am right in thinking this is just plaster? (Sorry not very knowledgeable in this area)
 
I've got a few rooms in a house to do with a finish like that but not as thick. I knocked a bit off and it was actually Bonding underneath with 10 coats of paint on top. Apparently the previous customers wanted a Mediterranean look years ago and ended up with that.

Horrible looking stuff. What a disaster :-) Can see why previous owner had it covered it up.

If I'm boarding over. Would it be better to knock this all off back to the board underneath first? For a flatter starting point? It's quite thick/high in places.

Shouldn’t have to scrap it all off, providing its not loose, just scrape off all the high points then give it a coat of thick pva all over get rid of any dust and dirt, then dot and dab it

Thought dotting on to pva was bad practise
