Help. Skimmed ceiling disaster

Hi, I've joined this site in the hope of professional advice. Please excuse me if I use the wrong words or terms. I've got a problem with my newly skimmed ceiling, it's full of little holes. The husbands brother did the job. No one seems to know what the issue is and the best way to get rid of it. The ceiling was artex, not very rough and wasn't scraped before being skimmed. We left it a week before we mist coated it, it had been warm and it was definitely dry. It's had more than a few coats of paint now, as we thought it was just issues with the roller but the holes are not going anywhere. We've even tried to sand. Please can someone help us? I need to move back into my bedroom.

no sympathy,should have got a plasterer in instead of the usual suspect the brother in law,alias the husband
 
take the coving down pva and replaster i,ve had blistering on some older artex ceilings
had to let it set then go over again.
you could always overboard then skim then put up new coving.

but i am right though gemmakb,......if you are a bit sensitive and touchy over something like this ,just as well you did not mention handboard/hawk arguement

Well if you didn't notice them before it could be a problem with the paint, I thought that straight away because the ceiling is smooth apart from the speckles which are impossible to get that finish. Was it a silk or Matt paint? Did you water the first coat down? You didn't mix two paints together did you?
