How do I render damaged bricks that has water coming thru?

I have a wall that is lower than the neighbours which water runs thru and has damaged the bricks. Any ideas how to cover up without knocking it down?

just as i thought , was just hoping somebody was going to tell me some sort of miracle render that wouldnt fall off.
