stab in the dark (ish) i'd say they were a 22mm gas pipe (boiler) and a 15mm pressure relief pipe (blows off hot water when the boiler gets to 3 bar...
cement eats copper...
you need a gas safe engineer to move the copper, one waste is push fit so pull it off at the elbow, the other is solvent weld so cut it off 20mm away from the elbow
I'd have the gas run under the dpc level (below the bellcast) then a quick up and over entering the property or if not have it on a 15mm standoff, mask it up and render round it... same for the blowoff pipe...
refit the solvent weld with a coupler and some glue...
if the copper were water pipes they'd freeze..
not 100% but I thought external gas pipes had to have a yellow 'gas' tape intentifying them... ???
