Internal wall - Possible damp.

Hi all i've taken a look at a job...two internal window walls on a victorian property which may have a damp problem previously there was asbestos under the windows which may have originally been put there to curb the damp? anyway can't see a damp course outside although the neighbour thinks there may be a slate one...

What are my options? dryline? or sand/cement with waterproofer?

I thought drylineing allowed the wall to breath? Anyway theres a couple of bags on Vandex bb75 in the house what you reckon to applying a slurry coat then dot and dabbing foil backed boards?
 
just normal boards then? any other methods...i've seen builders before dry line walls - treated battens with damp prrof course then membranne then foil back boards
 
Should be ok on battens - and yeah, put a backing coat of sand & cement on first, with a bit of DPM between cement /battens.
