Look into it more and it might be a grant towards the whole job being done surely they won't just let you insulate it?
Doubt you could use sand cement I'm no expert but you might get away with meshing and sponging a base coat

Be quite honest mate if you cant afford to do it properly at the moment wait till you can.

As lucious says really - because you need to do what richbrown says to enable sand and cement render here because sand/cement aint designed for over insulatuion it wont adhere to it and its not flexible enough for the movement that will occur, thats why the proper gear is so dear - the polymer render. So your house will be rendered on a riblath basis but if it was my own place pal I would'nt fancy the whole gaffe hanging off lath, I would wait and throw polymer onto it, parex or marmorit etc

Yeah. I've done about a metre high under my bay window with the kingspan and EML over it and it's been on for a while now, seems fine but I would not be too keen doing the whole fecking hoose :-0

we did a whole chalet last year over riblath with cpi with mesh in it and an acrylic top...looked mint but the base did have the odd hairline crack that the top bridged nicely though

the texture hides a multitude goody laa lol, until the crack breaks through and the weather sits in it. nothing a bit of silcosan wont fix
