Nicotine ceiling !

hey everyone , im not new to plastering but never came across this , recently bought a new place it has artex ceilings and the previous owners have heavily smoked in there for the past 20 odd years !, im talking brown ceilings , i need to skim these , do they need a wash down first or can they just be scraped down pva,d and skimmed ?

Flynnys right .I did one last year , the owner sugar soaped them twice and it still bled through the pva and skim .

If in budget rip it off or restrap and board

or glue posters up on your ceiling of vincey....that would be my choice.
