paint peeling

With my course finshing prematurely (2 weeks to be precise the b8stards) I have decided to give my hall stairs and landing a reskim but as i have been stripping the wallpaper the paint that was there originally is peeling off.

My question is why is this happening and will i be ok to pva and then skim over it or will the pva or plater react with the old paint and not adhere properly.

after u've removed the wall paper, scrape all the loose paint off using one of those heavyduty scrapers, then pva or wba. job done
 
I've got some bonding to do on the wall where some plaster has come off with the dado do i need to pva 24hrs in advance of doing this first or pva it after i've finished the bonding and reskim the day after?

yeah area u what to fill with bonding need's to be pva'd...... u dont have to wait 24 hours though.
wait for it to go tacky then apply bonding
