Patches haven’t dried

Hi all,

My plasterer finished my hallway and landing on 28th October so 11 days ago.
All was well and most of it has dried out lovely but there seems to be a few patches that I can’t tell if they haven’t dried fully or something else going on?
Underneath was old plaster that got damaged when we stripped all the wallpaper. There were patches of paint but the whole lot was covered in blue grit the day before it was skimmed.
Judging on the photos I’ve taken, these plaster patches don’t match the sections where there was paint so it can’t be anything to do with that.

I’ve tried to paint the section before the radiator is going back on, but my mist cost would only take on certain parts where it’s fully dry, the rest just literally wiped off where it went on the ‘patchy’ plaster.

Please see photos, anyone got any ideas? Maybe I just need to give it more time?
Heating has been back on for a few days and I’ve kept windows open for ventilation but nothing much seems to be happening.

Just skimmed, and no not any shinier than the rest of it
Mmmmm, well there is something called a “dry towel” or called a “hard towel” which really compresses the face of the plaster and decorators hate it because it kinda repels paint. It is like a polished surface hence why I asked if it is shiny. Even so if you keep painting it you will cover it, just it takes more costs to get going than the rest of the wall. Often there is a patch here of there unintentionally, but some spreds do it to p off painters
