I have just started a project and the exterior is render and painted, then over painted.
The last coat has been on a fair while but is peeling off in places and you can feel the hollows in it some places. It is very thick and feels plasticky / rubbery to touch.
We have tried a scabbler with course discs but these clogg on the exterior coat and don't remove it very well but it was fine on the lower coat and render.
If we want to cover the existing paint as is, is it possible to mesh and k rend over the existing.
What do you recommend as I have had several different opinions as what to do.
The problem with removing the render completely is that there is stone plinth below that needs the render to come out past, so removing the existing would mean alot of depth to be made out.
