plaster dabs showing through

drylined and skimmed two interior walls on a kitchen extension going over the existing plaster and painted wall now whenever its damp outside the plaster dabs show through like damp spots there is a cavity wall and there is no damp or leaks will it clear up as i want to paint the room it was skimmed 2 weeks ago and fully dried out except for the dabs showing through any advice please
 
Could be brickies muck sitting on wall ties which is touching both walls is transfering moisture from the exterior wall to the interior.....
 
Could be the walls got piss wet when the extension was being built, it may dry out given more time.
 
Your other option is to knock your dry lining off and polythene and batten the wall out re-board and skim.
