Plastering and black mortar

Hi, I'm looking for a bit of advice, we have just had our house rewired and looking to have it skimmed, ceilings and walls, we've had 3 plasterers quote for the job and chose one. He arrived to start on Friday but has now decided that the black mortar cannot be skimmed over and must be hacked off, he has recommended dot and dab. It's a 1930s brick built semi. We didn't want to go to the extreme of hacking it all off. Any body have any advice? Alternative solutions? Thank you.
 
What`s his reasons for not skimming over it? Has it became loose due to raggles etc or does it have too much suction?

These things are usually discussed at quoting stage tbh
 
Thank you for your replies, he originally said that he could hack off the loose bits and patch them with bonding, however he's now said that the mortar has blown in a lot of places and when he starts hacking off-more might become loose so it's best to take it all off, we have two rooms which have already been skimmed ( by previous owners, which have been painted and look fine) but if you tap them in places, it sounds hollow, so they will need to be taken off aswel, we don't really want to hack off. He did mention suction and that it would crack the plaster. I'm just not happy about being told it can be skimmed over and now all of a sudden it can't. We are looking to get a second opinion on this.

Don't really understand "black mortar". Is it bitumen coating?

He is taking the piss he should of noticed this when he was quoting, easy enough to tap on the walls when he came the first time. Probably just a. Skimmer who can only skim boards. There might be a problem using bonding to fill the chases depending on the house type and even bigger problems dabbing it. Why did you choose him out of the three quotes?
 
Shouldn't this of been picked up at quoting stage? Few basics like a tap over whole wall ect would tell if it was blown,I'm thinking cheap quote to get in door and then hit for extras, when I price I try to explain the process the condition of walls and what is needed to get them up to scratch not get in then start saying it can't be done

ah the cheap quote to get the job then hit you hard for extras... hate that... especially if you have to quote against a serial offender...
 
He was the cheapest quote, however we decided on him due to his really good feedback on My Builder, the quote he originally gave to skim has now tripled in price. We have politely told him thanks but no thanks.

We are in the process of obtaining more quotes. Ill post some pics when I get a chance.

It's called black mortar as coal dust has been added to the plaster (from what I've researched)

You obtaining your other quotes off my builder? What was the original price that tripled?
