Plastering over fresh plaster

Hi there just wondering what would be the best primer for plastering over a fresh plastered wall I have a living room to do due to how ruff the last plaster left it I was thinking of PVA and then febond I don't want to be chasing it want more hang time

Two good coats of pva

SBR whole lot then 2 coats of pva. Otherwise it'll be worse than the current s**t job.

I was taught to scutch it (create a mechanical key) then PVA and skim
