PVA for thistle bonding on lime

When using Thistle Bonding coat to patch and flatten/level out a old rough lime background like shown in pic, is a coat or two of pva required?

If so what ratio is best?

1:0.25 ratio

I will give you my advise, hacking off, set 3 prices off a local plasterer and go with the person that has been recommended, not the cheapest.
What you will do, put on a coat of PVA on top of the lime, patch it badly with bonding, skim over and leave a step in the wall, tell everybody that you have saved a load of money doing it yourself.
