Re rendering over poor quality render

Evening all. Been to look at a job today at a school were they've had extensions built and theyve had small rendered panels inset a bit from the brickwork either side below and above windows around 35 in total. Whoever did it has used 12.5mm - 15mm white plastic stop beads up against the brickwork at each end of the panel but then not filled out flush to the bead. It's not monocouce looks like the thin coat render 1.5mm or similar. In places it's like 2-3mm below the depth of the bead but then some places like 7-8mm. It doesn't look great tbf and the school want it sorting. Is there any way to dub out places with a base coat and then another coat of thin coat to fill it out with beads or is it a chop off and redo job you think? Cheers hope I make sense to ya!
 
Ya makes sense. You are going to have to base coat over the top...use 6mm beads. Then prime and thin coat.
