Really old plaster on really old cinder block walls - HELP!

Hi. I'm totally new at the plastering thing, and need some advice. I've got what I assume is plaster on the inside of 50 year old cinder block walls. The plaster has bubbled, cracked and chipped-off in many places. Behind some spots I can see where moisture has intruded, and a few places the cement between the blocks has more or less turned to sand. I've chipped-off all the loose plaster I can, and am not certain how to proceed. I've been told to use TSP to first wash the walls before I re-plaster, but should I stain block/primer after washing? Or maybe there is a another product I should put on first (like Dry-Loc) to help with the moisture? And what about the spots where the cement has failed between the blocks? Mortar? Plaster? That spray-in foam insulation stuff?

Any thoughts and advice is welcome. Thanks! ;D

i think u answer your own question, but u cant put stain block on after you've plaster to prevent the rust coming through. personally i would fill the gaps with S&C.

not really sure what that means. All I know is it's a block wall (cinder block, speed block, whatever you want to call it) and over the last 50 or so years it has been plastered, painted, replastered and repainted numerous times. All I really need to know is how best to deal with the old crummy plater/paint, properly prep the surface to prevent moisture from coming through and make sure the new plaster will properly adhere to the surface.

I'm sure I'll get laughed off the forum for this, but what is S&C?
