Render damp problem

Hi ,I bought my house 18 months ago fully renovated,recently the render under the bedroom window has damp coming through and can see the outline of the brick underneath can someone advise me on how to sort this problem please

Looks like damp

Your problem is @that painted tile cill under pvc frame
