Render over painted tyrolene

Hi guys hope you can help please, whats your thoughts on this? Old 1960s garrage 2 storey, want it rendered, seems that the old top coat is tyrolene that has been fired straght on top of brickwork no other coats thin as pi##, cowboy job, but the old tyrolene is in quite good shape hell of a key rough surface in places and other places hollow that is easy to hack off sds, the other parts are hard as hell to get off with a sds, question is will it best to hack it all off right back to bare brick everywhere? Or just key it get all the loose stuff off ect? Its painstakingly slow and a nightmare of a job like shi#to a blanket tough? Cheers guys any info appreciated
