Hi Mate
rendering the same as plastering you have to beat the battle of the suction, you don't say if its on bricks or blocks etc. Thia is a good time of year for rendering not hot or cold if on brick give it a good soaking an hour before if on breeze you don't have to but you can, You can pva walls and render no problem I would use external pva you can also use plasprime which is good to control the suction.
Just one other thing mate don't make your mix 4-1 like most I see , why not go 6 sand 2 lime 1 cement
or 5-1 limebond cement really good tackle. put your waterproofer in the basecoat.

hope it it goes well mate
