skim plastering over vinyl silk paint

Hi, cant find a definative answer/s in search. Think vinyl silk painted onto skimmed plasterboards. Paint can easily be peeled off (looks like skin lol).

Whats the easiest/cheapest solution so i can re skim walls please?

not if he paints peeling off, strip the paint of then skim or reboard and skim.

using a WBA bonding agent......bondit, blue grit etc, these arnt as cheap as PVA give a better key for smooth surfaces

The quickest way but not the cleanest is mix a bucket of finish give it all a coat and wait for an hour and it will scrape off easy enough.

over skim, mix pva and mulltifinish, hey presto you can skim over anything
