skimming over woodchip?

got a fella who has asked me to skim over woodchip. have told him i will strip it off and re skim but he said he has tried everything and it just isnt budging. have been round meself and it is stuck like #### to a stick. What would you do?????? have any of you done this?????
 
dont wet it. pull of as much as poss when dry it usually comes of rigid in bigger pieces then you should be left with a thinner paper that should come off with water. I would not recommend skim over
 
Get a blade scraper knock the chips off score it like crazy with a knife then soak with warm soapy water
just soak it 2-3 times & leave 10 mins try it with scraper if it still won't budge soak again Then leave 10mins repeat this & it will come off eventually, Don't use a steam stripper if you can help it ;)
 
he has scraped most of the high bits off himself so prob doesnt need that much doing to it. wat u reckon pva or wba first?
 
I love to steam it,and take all the under coat of and then bill them for more.....just explain to customer before hand that you can only give a n estimate for skimming and theyl understand if more comes of its costs more
