give it 2 coats of PVA let first coat set then plaster when second coat still tacky... you could also score the paint with stanley knife to give a bit more of a key

Score with stanley knife...1 coat neat pva...wait until dry to touch...then skim.

Or WBA from wickes night before, skim next day.
