Terolene over painted stucco

Hi all I’m a chippy by trade do a bit of skimming but that’s it!
I’m after a bit of help I’m looking to terolene over water based paint on stucco can you give me any tips on what to use so it sticks to the paint.
The paint has been on for around 3 years.Many thanks

A local builder has been using a new chippy , last job I did for him I see that the kitchen had been dabbed skimmed , the builder looked well embarrassed and spluttered about the bloke on hard times
After seeing the quality it will be interesting to see how he copes with the upcoming 40m rolled ceiling lol
