Unsure if ready for mist coat?

Hi all,

Had my house reskimmed and it’s been 3 weeks now. I want to get a mist coat on but there’s still patches of darker areas that at first I thought meant it was still wet- but as it’s been so long now and they don’t feel wet to the touch (plus I had my house surveyed for damp before buying) surely it’s dry by now? What could the darker patches be?
