Can you 2 coat Weber ocr base coat like S&C, More to the point, can you float and fine down the second coat?
 
If it is the same day the yes you can 2 passes wet on wet.

If you plan on leaving the scratch coat for longer than a day then you must use waterproofer. There is no waterproofer in Weber OCR so you till have a nasty shock when you come to top it if you don't add it. Best to bar the OCR then get the power sponge on it. Comes up lovely. It's all we used to use but unfortunately it is prone to micro cracking.

What do you use instead of ocr then ?
 
What do you use instead of ocr then ?

You can use Weber OCR...just add a good dose of waterproofer to your scratch or you can use a render which has water proof additives for example Fassa KI7 or EcoRend X32...both of these you could leave for weeks and then top without dampening down first and no need to add waterproofer.
