What is going on here?

Hi there,

I’m a newb to a plaster home from the early 1900s. The previous owner used command strip type things to hang their pictures and there are 4 areas of damage. Is this actual plaster damage or just the paint removed? What is the brown papery-layer? What kind of money does this cost to fix? Thanks in advance.

Brown could be old wallpaper or plasterboard, looks like a textured coating which likely has asbestos containing materials in it.
If its solid enough around it just use easyfill and blend it in for a quick fix.
If its shelling get it tested.
