What is this? Sand?

I'm familiar with S&C, Bonding, Hard wall etc, but a lot of what we work with is D&D now days. I've come across this in an old 40's-50's property, It appears just sand. It seems pretty solid, but if you rub it, it'll just gradually 'dust off'. Been told it's very common on this estate, and all the houses around here have it.

I'm used to seeing sand and cement coats looking grey, more like a cement render, but this isn't like that. Is it just a weak mix of plastering sand and cement or something else?

Sand lime mortor I'd say. With possible crushed fuel ash for the aggregate
 
Looks like the old sand browning they used before modern gypsum undercoats where introduced, so nothing to do with BG bonding or browning.
