Looks like a DIY lath plaster whith bonding and skim. Two options remove start again or bond over.Its bouncy though

Put some bonding over it and scrim . See if its stopped bouncing in morning

Cant get that tape for love nor moneyI would zig zag some of tapits tape on there first tight coat of hardwall leave that for a day then fill out with bonding and add some fibres then leave that a day then blue grit the whole wall then back next day to skim. 3 days with materials £675![]()
