L+P with an artex covering is already putting a weight burden on the ceiling. You should be able to keep the coving in place: measure the rough average of the stipple and add 3mm for the skim. Is there enough of the coving profile remaining? If yes, then use a bonding agent followed by a tight coat of skim or bonding to hide the stipple. Then finish with another two coats. It's the only solution if she doesn't want the ceiling replaced. However, make her fully aware that you're adding even more weight to the ceiling now and there's no guarantee that it will remain in place. She should also be made aware that water from the plaster might cause some of the paint to peel off the edges of her coving.
