question about venetian plaster

whats the best way to "cover over"? before I moved into my place the ex tenant was learning to do venetian plastering but alas didn't make a very good job of it IMO, so i want to re-skim the wall & paint, best ways to do this are ???????
 
only serious answers to this question all others will be treated as the T***s they are :flapper:
 
I wish my tenants would try venetian walls. Mine just tend to grow cannabis and turn the walls fag colour yellow
 
As flynnyman said. Sand the top layer down and skim like you normally would.obvioisly use a primer before spreading plaplaster
