Terrible plastering job

Good evening all
I'm hoping for a bit of advice. I've just had someone in to re-skim a room, install coving and paint. Ceiling was a skim over artex and walls a straight re-skim. In all honesty it's been left in a worse condition than it was to begin with.

We've never had a whole room reskimmed before. When the skim coat was first done it looked great. Smooth and glossy. But after painting there are so many flaws and imperfections I don't know where to start really. We thought as he was painting too he would sort all this out . We had already paid a deposit plus an additional payment. Not sure where we stand as to money but also how we remedy this mess. Is this in any way salvageable or do we need to start from scratch? Thank you

Might aswell take the coving down aswell looks naff
Yes that's terrible too. The problem is because he painted aswell and we didn't spot the full horror of his work till it had had a variety of different lights on it everything is back in the room. Might have to wait till spring when everyone can face it again I'm just wondering what to do next really. He's refused any refund and for obvious reasons we don't want him back "fixing" anything

Have you got bushes outside your property with a water tap hidden in them?
