Bad rendering job need a fix?

Hi, went to look at a paving job and couldn't believe the state of the building works, the guy was old and the builders taken his money and done a runner, I said I'd see what could be done about saving the rendering on the walls, I was thinking a cement slurry maybe? The guy and his wife are nearly having a breakdown and don't know what to do, is there anything that can be done to save the rendering and get the walls painted? See attached pictures.

Hack off and start again wouldn't try to attempt to put it right if it goes wrong do you think they will pay for 2 fcuk ups?
