Can devil floating and scarifier be used for the same thing?

Just a curious question, I know devil floating is used as a key to hardwall ready for the skim but can you use a scarifier to do the same job if it's flat? And what about the other way around where render is concerned instead of using the scarifier on the scratch coat as a key for the topcoat could you use the devil float?

That's the most bizarre question I've ever heard . If you want to use a pitch fork for key it makes no odds. But I'll certainly not be skimming over it .
