Dot and Dab not drying out?

I’m not a plasterer, but I Had the lower part of this wall D&D & plastered just before Christmas, still no signs of it drying out? Wall before was completely dry and still is below.

Any advice to get this resolved please? Thanks.

Agreed, there's no need for that sort of language, true or not.
